EFFECTIVE AS OF September 17, 2005

ARTICLE I --- DUTIES OF OFFICERS
Section 1 - It shall be the duty of the President to preside at all meetings of the organization and to appoint a volunteer for any camping events and fishing tournaments, also for annual picnic, parties, annual Christmas banquet, and other events.

Section 2 - The Vice President shall fill the duty of the President in his/ her absence to preside at the meeting and acting as temporary president during new business when President moves the motion on floor. He shall be the sole authority for interpretation of the Constitutions and By-Laws and he shall record all new Constitutions and at the meeting of the organization. He shall report all proposed changes and/or additions to the Constitutions and By-Laws at Board of Directors meeting and then present them to members to vote at the regular meeting.

Section 3 - The Secretary shall record the minutes of all meeting of the organization. He/she shall keep a list of members and their addresses. He/she shall mail out the minutes of the regular meeting to the member within 30 days. He/she shall mail the notice to member the date and place to attend regular meeting. He/she shall mail flyers of all events to member and subscribers and shall continue sending the flyers to past due member up to two years. He/she shall have the approval by President on flyers of all events before printing and mailing.

Section 4 - The Treasurer shall receive all moneys belong to the organization from all sources and deposit them in accounts in the name of the organization and keep all record of the receipts and the expenditures and shall submit them to two or three trustees to be audited and approved prior to regular meeting to be reported to the member. He/she shall keep all bank statement, reimbursable receipts with the officer’s and/or committee’s signatures and by the Treasurer’s signature. (Worksheets)

Section 5- The fund-raiser chairperson shall be responsible to inform all the members and non-member when and where to be held fund raising for our club. He/she shall be responsible to receive the fund moneis from all the sources and to give the profit to our Treasurer to be deposited with two more signatures of witness and all the expenditures of receipts with two signatures to be reimbursed.

Section 6 - The chairperson of an event shall take all responsibilities.

Section 8 - WEBPAGE GUIDELINES

The Webmaster is responsible for making sure the domain name fee and web-hosting fee are paid annually. If it is not, Webmaster must notify the club President to tell the Treasurer to mail check(s).

The Webmaster is responsible for developing the Webpage within a reasonable time.

Only the President or Vice-president can instruct the Webmaster to make any changes or additions to the Webpage. Members or visitors cannot make changes.

The following information will be needed by the Webmaster for conversion to Webpage: Date, place, time, chairperson's name, his/her TTY number and e-mail address, FAX or a completed flyer from an event chairperson. The Webmaster can then convert this information into the Webpage.

In order to get the exact Webpage that the chairperson expects, the Webmaster will take the flyer made by the chairperson and adjust by e-mail with attached file created by MS Publisher or MS Word.

The Webmaster may add any GIFS/JPGS file (pictures) and background to the Webpage that is related to the issue with the President's approval.

The Webmaster will accept any attached photo file, memo, letter, or brochure relating to the Webpage through MS Word, Notepad, Fax or e-mail.

A reasonable fee will be charged by the Webmaster for each photo print on his/her personal scanner from any qualified member, unless the member e-mails with attachment of photo file or sends the floppy disk with the photo files.

The FTP (File Transfer Protocol) password is to be given only to the new Webmaster and is not to be shared with any of the members.



ARTICLE II --- ELECTION OFFICER
Section 1 - The officers of Sacramento Valley Angling & Camping of the Deaf members shall be elected from among the members for one year in good standing to be presented at election meeting every two year in the month of September.

Section 2 - The oath of the office is as follows: "I do hereby pledge myself to abide by the Constitutions and By-Laws of the Sacramento Valley Angling and Camping Club of the Deaf and to faithfully perform the duties of my office to my best of my knowledge and ability."

ARTICLE III --- DUES
Section 1 - Annual membership dues of this organization shall be due on first day of your expiration date. If dues are not paid on time, your name will be removed from membership.

Section 2 - Membership dues to be increase $1.00 every two years.

Section 3 - A person who doesn’t want to join our organization and wants to subscribe to the club flyer shall pay $9.00 per year

Section 4 - Any member can receive club flyer two times after their expiration date.

Section 5 - Members of over age 55 shall receive discount membership.

ARTICLE IV --- BANKNITE
Section 1 - The committee of the organization (SVACCD) shall collect $10.00 a year per member for banknite. It shall be drawn, $35.00 to be given away to a lucky member who MUST BE PRESENT at any or all camping events, picnic, and Christmas banquet except meetings.

ARTICLE V --- ADMISSION FEES
Section 1 - The committee of the organization shall collect the admission fees from each of the fishing tournament, camping, picnic, and event (except meeting)

Member each ----- $3.00

Non-member each ----- $5.00



ARTICLE VI --- TOURNAMENT ENTRY FEES
Section 1 - Any game that is held at the (SVACCD) picnic shall be charged a maximum of $5.00

ARTICLE VII --- TOURNAMENT MONEY PRIZES
Section 1 - The organization shall pay $75.00 prize to the member for the type of tournament and specified fish (if applicable) to members ONLY.

Section 2 - The money prize in the derby that is not claimed by any entrees shall be added to next year’s same derby.

Section 3 - The organization shall pay $50.00 lunker prize for derby.

ARTICLE VIII --- REGULATIONS (FISHING TOURNAMENTS)
Section 1 - Anglers shall follow state fishing regulations at any tournament and must have fishing licenses. If not, he/she will be automatically being disqualified.

Section 2 - Tournament shall be held on Friday and/or Saturday. No Sunday.

Section 3 - It shall not be allowed if you are under the age of 16 to collect or receive any kind of prize money. Parents of children 16-17 years old receive prize money for the children.

Section 4 - Sacramento Valley Angling and Camping Club of the Deaf is not responsible for any damage, loss, stolen items, and accidents resulting in injury or death to any person attending the (SVACCD) tournaments.

Section 5 - Board of Directors shall decide money prizes in any tournament.

Section 6 - Children under the 16 years old will be allowed to fish with a responsible adult, same time, same place and/or same boat. Child has to be in tournament.

Separate prizes adult/children.



ARTICLE IX --- ACCOUNTING
Section 1- Savings account shall not go under $2000.00.
